Rep. Anna Paulina Luna filed a discharge petition on the bipartisan Restore Trust in Congress Act, which has drawn 74 signatures so far, but Democratic leaders introduced a competing bill that expands the ban to the executive branch.
Republicans are preparing their own proposal next year. Advocates warn the dueling efforts risk killing momentum, with critics saying partisan maneuvering has undercut what was once a viable path forward.
