With Budget 2026 set for Oct 10, analysts say it could be Prime Minister Anwar Ibrahim’s last major opportunity to shape voter perception before the next general election. An Expert, Geoffrey Williams, suggest three transformative measures. First, the government could enhance the current STR/SARA scheme by converting it into monthly payments without requiring extra funds.

Alternatively, Anwar could introduce Malaysia’s first universal basic income (UBI), providing RM100 monthly to 22 million adults, costing RM26.4 billion. Second, a basic pension of RM500 for 80% of retirees, excluding civil servants, could assist 2.4 million people, funded initially through subsidy savings. Third, Anwar could resolve the higher education funding crisis by making tertiary education free, following Sarawak’s model, with Sabah considering a similar move.
