The Kuala Lumpur Road Transport Department (JPJ) will act against Malaysian vehicle owners who illegally allow foreigners to drive their cars, following widespread misuse uncovered during Operasi Pemandu Warga Asing (Pewa) on Jan 20.
Informal Sales to Foreigners Not Recognised by JPJ
JPJ director Hamidi Adam said many seized vehicles were still registered under Malaysians, despite being sold informally to foreigners without proper ownership transfers. He stressed that registered owners remain legally responsible and face enforcement action.
JPJ will also work with local authorities and contractors in sectors where foreign drivers are common. Enforcement data shows cases declining, with 586 vehicles seized in 2024, 376 in 2025, and 58 so far in 2026.
