Ministry Rolls Out Anti-Bullying Measures in Higher Education

A total of 31 bullying cases, involving both physical and cyberbullying, were reported in public universities between 2014 and 2025, Higher Education Minister Datuk Seri Dr Zambry Abd Kadir revealed.

He cited social, psychological, and environmental factors as causes, and outlined measures such as a reporting mechanism, wider CCTV coverage, and awareness campaigns. Responding in the Dewan Rakyat, Zambry also addressed the death of UTM cadet officer Syamsul Haris Shamsudin, confirming a reinvestigation and a special committee’s involvement.

Syamsul, 22, died during PALAPES training in Johor on July 28. Zambry further stressed equal access to facilities and support for persons with disabilities in higher education.
