An Olympian has taken legal action against local authorities over a ban on dogs in apartments. Noraseela Khalid filed a suit at the Shah Alam High Court against the Selangor government and Petaling Jaya City Council, arguing that a blanket prohibition is unlawful.
Apartment Dog Ban
She is challenging Section 8(2) of MBPJ’s Licensing of Dogs and Kennel Establishments By-Law 2007, which bars dogs in apartment units. Noraseela contends the by-law conflicts with the Local Government Act 1976 and the Strata Management Act. The condominium resident said the council exceeded its powers and that the ban infringes property rights without evidence of disturbance.
