The Penang State Executive Council has extended the 5% discount for overhang property purchases to all buyers under the MADANI Home Ownership Campaign (MOC). Chief Minister Chow Kon Yeow confirmed the initiative runs from June 1, 2025, to May 31, 2026, and applies only to unsold units listed by developers registered with the Penang State Housing Board (LPNPP), based on data from NAPIC.

A total of 2,796 residential units remain unsold across the state. The policy also introduces new housing categories, including Rumah MutiaraKu (RMKu) Type D, and offers incentives for developers not building certain affordable units.
