Two Men Now Claim Trial to Dragging Dog Behind Motorcycle in Penang

Two friends have claimed trial to an animal cruelty charge for allegedly dragging a dog tied to a motorcycle along a road in Jelutong, Penang, last month, The Star reported.

Lee Beng Hooi and Yeoh Keat Chye, both 62, pleaded not guilty when the charge was read to them before judge Irwan Suainbon at the Sessions Court in George Town on Thursday (Oct 29).

Animal Cruelty Charge Under Animal Welfare Act

The two men were jointly charged with dragging a female black dog on an iron chain along the road with a motorcycle, causing the animal unnecessary pain and suffering.

The offence was allegedly committed in a back lane behind a row of terrace houses at Jalan Hijau 4 in Jelutong between 6.26pm and 6.30pm on Sept 23.

The charge was framed under Section 29(1)(e) of the Animal Welfare Act 2015, read together with Section 34 of the Penal Code for acts done with common intention. If convicted, they face a fine of between RM20,000 and RM100,000, up to three years in jail, or both, according to The Star.

Dog Named Blacky Brought to Court

Veterinary Services Department (DVS) prosecuting officer Noorfaiz Fikri Nor Azmi asked the court to fix a date for the submission of documents.

Azhar Ahmad, who assisted in the prosecution, told the court that an application would be filed to put the dog up for adoption with a party the department considers suitable.

The dog, which its handler has named Blacky, was also brought to court and appeared to have recovered from its injuries. Judge Irwan fixed Dec 7 for mention.

Dragging Dog – How the Case Came to Light

The Star reported on Sept 24 that Penang DVS had identified the two men seen in a video dragging a dog behind a motorcycle in Jelutong.

The incident came to light after a passer-by stepped in and urged the men to stop. Independent animal rescuer David Yim later lodged a report with the DVS.
