The Penang government has defended its focus on major infrastructure projects such as flyovers, underpasses, and the Light Rail Transit (LRT), insisting they are vital to tackling worsening traffic congestion.

State transport executive councillor Zairil Khir Johari said Penang’s limited land and underdeveloped road network make such projects necessary to disperse vehicles. He dismissed criticism from experts who argue flyovers only shift congestion and warned the LRT could become a “white elephant.”
Zairil stressed that the Penang Transport Master Plan is practical and implementation-focused, adding that the state remains committed to enhancing roads, expanding public transport, and easing daily commutes.
