PAS Kubang Kerian MP Tuan Ibrahim Tuan Man has urged the government to abolish the proposed RM15,000 minimum savings requirement for Tabung Haji depositors accepting an offer to perform the pilgrimage. Speaking during the Budget 2027 debate in Parliament on October 14, he argued that the rule could make it harder for ordinary Malaysians, particularly those from rural communities, to fulfil their religious obligations.
Hajj
Tuan Ibrahim pointed out that many Malaysians perform the pilgrimage as couples, meaning a husband and wife would need to maintain a combined RM30,000 in savings to meet the proposed requirement. He said this amount could be difficult for lower-income households and questioned whether the policy would unnecessarily restrict access to Hajj offers.
The requirement was introduced by Tabung Haji to reduce the number of prospective pilgrims who decline their offers because they lack sufficient financial preparation. Deputy Minister in the Prime Minister’s Department for Religious Affairs Marhamah Rosli previously described the measure as a way to encourage financial readiness and reduce repeated offers to other depositors. Tuan Ibrahim nevertheless called for an alternative mechanism that would support pilgrims without imposing what he considered an excessive financial burden. He also stressed that depositors’ savings should benefit them through investment returns rather than become an obstacle to performing Hajj.
