The Director-General of Health in Malaysia, Tan Sri Dr Noor Hisham Abdullah, has emphasised that any allegations of organ buying and selling activities in the country must be taken seriously by all parties. This includes activities that exploit vulnerable groups and go against medical ethics.
DG Hisham’s warning
He urged authorities to investigate any human trafficking activities related to organ trade under the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007. Malaysia’s policy on organ donation and transplantation involves donation from living donors or donors after death, with the Human Tissue Act 1974 regulating the activity of organ removal for treatment purposes from cadaveric donors.
Dr Noor Hisham added that Malaysia had signed the Istanbul Declaration on Organ Trafficking and Transplant Tourism. This emphasises fair distribution of organs to suitable recipients and prohibits practices targeting vulnerable individuals or groups as organ donors.
To protect the rights of potential donors, the Ministry of Health has established a transplantation committee that assesses various aspects before approving transplant surgery applications. Dr Noor Hisham reiterated that the ministry does not support any illegal or unethical organ acquisition activities and advised the public to inform their family members of their intentions to be organ donors.
