Razali said the permit introduction is to monitor the activities of divers as well as preserve artefacts of historical value at the location. He also proposed to introduce a new standard operating procedure (SOP) to prevent the theft of artefacts from the island. Terengganu is also enforcing laws on bikini wear in public places only allowing non-Muslims to wear them at beaches while no women will be allowed to wear them at shopping centres etc.
