The Penal Code (Amendment) Bill 2024, passed by the Dewan Rakyat, strengthens the police’s ability to combat online fraud. Bukit Aman Commercial Crime Investigation Department Director Datuk Seri Ramli Mohamed Yoosuf welcomed the amendment, which introduces specific provisions for penalizing individuals behind online fraud, including “account donkey” owners.
Combat Fraud
New sections 424A to 424D outline offenses and penalties related to the possession, control, and misuse of payment instruments and bank accounts. Section 116D authorizes police officers to confiscate or block financial transactions. The bill addresses the rising number of online fraud cases, which have totaled 74,464 since 2022, with losses of RM2.65 billion.
