The Ministry of Human Resources (KESUMA) and TalentCorp will implement the 1:3 Internship Policy, requiring companies to provide up to three internship spots for local students per expatriate hired. 

New 1:3 Internship Policy Ties Expat Hiring to Local Internships

This policy will benefit 100,000 local students and start on 1 January 2026. It aims to enhance expatriates’ contributions and provide opportunities for local talent. Participating companies will receive tax relief incentives. 

The pilot stage runs from 15 February to 31 December 2025. Companies must offer paid, structured internships, and priority approval will be given to those meeting the requirements.
