A former Immigration Department officer, now holding the title of “Datuk,” has been identified as the mastermind behind a Pakistani-led migrant smuggling syndicate in Malaysia. After retiring, he collaborated with Pakistani agents to manipulate migrant worker quotas, using shell companies to facilitate operations. His influence within the department helped secure approvals while his son, still serving in immigration, provided additional leverage. The syndicate, known as “A to B,” allows companies to obtain large quotas and sell them for RM4,500 to RM5,500 per worker. Investigations reveal Pakistani agents now dominate the smuggling network at KLIA, sidelining previous players from Bangladesh and China.
