Federal Territories Minister Dr. Zaliha Mustafa stated that Kuala Lumpur may introduce zones exempt from the planned congestion fee during certain hours to balance business needs with traffic management.

Measures could include exclusion zones and incentives for certain vehicles. Discounts or exemptions may apply to tourism buses and vans.
