These cartels preyed on desperate vendors, forcing them to pay exorbitant fees or risk losing their spots. Connections were key—without them, traders were shut out. Complaints piled up until Federal Territories Minister Dr Zaliha Mustafa stepped in. She dismantled the racket, slashing rental fees to RM500 under DBKL’s direct management. The move crushed the profiteers, earning praise from relieved traders who finally saw a fair shot at earning an honest living.
