Economist Prof Geoffrey Williams has called for bold reforms to address Malaysia’s brain drain, stressing that fixing career pathways and restoring meritocracy—not merely increasing wages—are key to encouraging government-sponsored graduates to return home.

He described current scholarship bonds as “indentured programmes” and urged the government to create high-skilled jobs, ensure merit-based progression, and modernise scholarship schemes.

Dr Teh Choon Jin of the National Association of Private Educational Institutions echoed the need for meaningful reintegration strategies. With 1.86 million Malaysians having left the country in the past 50 years, experts say real change is needed to make Malaysia worth coming home to.
