Russian e-hailing apps, InDrive and Maxim, ordered to cease operations in Malaysia

Two Russian e-hailing apps, InDrive and Maxim, have been ordered to cease operations in Malaysia effective July 24, 2025, as announced by Transport Minister Anthony Loke. The Land Public Transport Agency (APAD) issued termination notices due to non-compliance with the Land Public Transport Act 2010, including failure to ensure drivers hold valid Public Service Vehicle (PSV) licenses and vehicles operate with valid E-hailing Vehicle Permits (EVP). Violations fall under Section 12D(1)(a), allowing license revocation. The Malaysia P-hailing Operators Association had urged strict enforcement. Both companies can appeal, but decisions rest with Loke.
