KOTA KINABALU: Naomi Francis, a 59-year-old Ranau businesswoman, has filed a civil suit against the government, Ranau District Council, and former Health Minister Khairy Jamaluddin, alleging wrongful penalization for being unvaccinated during the Covid-19 pandemic. Francis claims a December 2021 compound notice forced her to close her market stall until March 2023, causing financial losses, reputational harm, and emotional distress. Though the notice was retracted due to a technical error, she seeks damages for 18 months of lost income. Represented by Priskila Akwila Advocates, the case is set for July 14, 2025.
