Parliament has passed the Solid Waste and Public Cleansing Management (Amendment) Bill 2025, empowering courts to issue community service orders for littering offences. Housing and Local Government Minister Nga Kor Ming said the new subsection allows courts to impose community service in addition to fines, ensuring offenders learn the importance of cleanliness. Courts will consider an offender’s physical and mental condition before sentencing. Nga urged MPs to support firm action against litterbugs to uphold social justice. The amendment aims to reduce pollution, raise awareness, and deter repeat offences, with offenders wearing special vests while performing community service to instil public accountability.
