Malaysian parents could face a RM5,000 fine or six months’ imprisonment if their children fail to complete secondary school under a proposed amendment to the Education Act. The Education Amendment Bill 2025, tabled for first reading in Parliament on June 28, empowers the Education Minister to make secondary education compulsory by law.

Parents of Malaysian citizens residing in the country will be legally required to ensure school enrollment and completion. Exemptions can be granted under specific circumstances, but may also be revoked. The move aims to combat dropout rates and ensure that all children complete their formal education.
