From 2026, Singapore will implement a new directive allowing the Immigration & Checkpoints Authority (ICA) to issue no-boarding directives (NBDs) to stop high-risk travellers from boarding flights and ships to the country. This aims to enhance national security by preemptively denying entry to individuals posing health, security, or immigration threats. Sea checkpoints will follow in 2028. Transport operators who breach NBDs risk a fine of up to $10,000. The initiative follows the Immigration (Amendment) Act that came into force in December 2024. The ICA is also enhancing profiling and detection to manage rising traveller volumes efficiently and securely.
