These approvals were made under Article 15(2) of the Federal Constitution, pending the enforcement of constitutional amendments granting automatic citizenship. Saifuddin confirmed no applications were rejected so far, with an average of 100 new applications monthly. Implementation of the amendments still requires updates to the Citizenship Regulations 1964, including digitising forms. The revised system is expected to be completed by September or October 2025, pending royal consent.
