DAP’s Teresa Kok criticised the government for secretly gazetting the Federal Territory of Kuala Lumpur Planning Rules 2025 without public consultation. Speaking in the Dewan Rakyat during the 13th Malaysia Plan debate, she said the new rules give excessive power to the mayor and limit transparency in development decisions. Kok urged the government to review the rules and explain their formulation. She also highlighted growing parental distrust in public education, calling for a national survey. On oil palm replanting, Kok said the RM1.4 billion allocation is insufficient and proposed using windfall tax revenue to support smallholders and meet replanting targets.
