Malaysia has tabled its first Urban Renewal Bill in Parliament, a landmark step toward rejuvenating ageing towns and dilapidated flats. The Bill provides a legal framework for redeveloping areas over 30 years old, addressing structural decay, poor maintenance and safety risks.
First-of-Its-Kind Law Targets Ageing Flats and Decaying Neighbourhoods
It empowers federal and state governments to declare “urban renewal areas,” acquire land, compensate owners, and rehouse tenants. Consent thresholds are set at 75% for older buildings, 80% for newer ones, and 51% for unsafe or abandoned properties.
Residents’ rights are protected, while mediation committees, incentives, and a dedicated fund ensure transparent, sustainable redevelopment under close government oversight.
