The Finance Ministry clarified that the Government Procurement Bill 2025 does not grant additional powers to the Finance Minister, as existing powers already fall under the Financial Procedures Act 1957.
Government Procurement Bill 2025 Passed After Heated Debate
Treasury Secretary-General Datuk Johan Mahmood Merican said the Bill enhances transparency by introducing the Government Procurement Appeal Tribunal, enabling challenges against ministerial and Tender Board decisions.
Offences under the Bill now apply to officials, contractors, pensioners, and companies, with penalties including fines and jail. The Dewan Rakyat passed the Bill with 125 votes in favour and 63 against, marking a step toward accountability, stronger governance, and clearer procurement regulations.
