Mastermind of Illegal Short-Term Rentals Fined Over $1.1m in Singapore

SINGAPORE, Sept 15 – A man behind an illegal short-term rental scheme involving 31 private residential properties has been fined $1,144,902, the Urban Redevelopment Authority (URA) announced. Robin Koh Guohui, 41, orchestrated the operation between July 2018 and November 2021, engaging four others in exchange for monthly salaries.

Short-Term Rentals Fiasco

The accomplices – Pandy Lim En Xiang, 33, Chew Lam Yong, 61, Low Ah Tee, 81, and Chua Lian Beng, 71 – were fined between $8,000 and $32,500 from August 2024 to March 2025. Koh, sentenced on Sept 15, had used his company SG Auto Car, later renamed SG Bizloan Consultant, to facilitate the unlawful rentals. Another participant, Ryan Chow Yan Kit, 34, was also involved in the operation.
