Mufti Wilayah Persekutuan Ahmad Fauwaz Fadzil Noor has urged the government to review laws on consensual underage sex, arguing that girls involved should not be exempt from legal responsibility.

He criticised the current civil approach for focusing solely on male offenders, saying both parties may be morally complicit. Fauwaz stressed that Islamic law calls for balanced punishment to uphold justice and prevent future offences.
While he acknowledged harsher penalties for men who exploit minors, he warned against blanket immunity for female participants. His statement echoes a similar proposal by Kelantan’s police chief, which has drawn criticism from politicians and legal experts.
