The government may exclude Malaysia’s top 15% income earners (T15) from receiving Budi Madani RON95 fuel subsidies in future phases, said Muhammad Kamil Abdul Munim, political secretary to Prime Minister Anwar Ibrahim.

The current phase allows all citizens with valid MyKad and driving licences to purchase RON95 at RM1.99/litre. Kamil stressed the need for a gradual rollout to avoid backlash and technical issues.
The 300-litre monthly cap was set to prevent abuse and resale. He acknowledged criticism that high-income earners still benefit, but said reforms must be phased to ensure fairness, efficiency, and real savings for those most in need.
