WASHINGTON (AP) — The White House is directing federal agencies to prepare for large-scale layoffs if a government shutdown begins next week. In a memo issued Wednesday night, the Office of Management and Budget (OMB) said agencies should consider a “reduction in force” for programs without funding, eliminating positions entirely instead of temporarily furloughing workers as in past shutdowns.

The move represents a significant escalation, potentially reshaping the federal workforce, which has already faced cuts this year. Once a shut down ends, agencies would be asked to retain only the minimum staff needed for statutory functions.
The warning comes as congressional Democrats, led by Chuck Schumer and Hakeem Jeffries, oppose a clean short-term funding bill from President Donald Trump and Republicans, demanding health subsidy extensions and reversing Medicaid cuts.
