The U.S. Senate adjourned Wednesday without resolving the first day of a federal government shutdown, as Democrats and Republicans clashed over health care subsidies. A GOP-backed measure to temporarily extend government funding failed when Democrats held firm to demands for renewing Affordable Care Act tax credits, reversing Medicaid cuts, and securing a White House commitment not to rescind congressional spending.

At the heart of the dispute are health insurance subsidies set to expire at year’s end. If not extended, millions of Americans could see premiums double, according to a KFF analysis. Republicans insist there is time to negotiate on health care later and are prioritizing a seven-week stopgap funding bill.
The shutdown has triggered furloughs for “non-excepted” federal employees, while essential workers such as FBI agents and air traffic controllers continue working without pay. Senators will reconvene Friday, following the Yom Kippur break, for another vote.
