GEORGE TOWN – The Consumers Association of Penang (CAP) has urged authorities to prioritise animal welfare following 7,613 cases of abuse and neglect recorded across Malaysia between 2021 and 2024.
CAP president Mohideen Abdul Kader said the figures, released by the Department of Veterinary Services, reveal “an alarming lack of compassion” in society. Most cases involved dogs and cats, with Selangor topping the list of complaints.

He called for stricter laws, stronger enforcement, and regular monitoring of pet shops and industrial farms, where animals often suffer in confined spaces. Mohideen also urged an end to animal exploitation in entertainment, saying, “Tigers, elephants and monkeys are not entertainers but living beings deserving dignity and protection.”
