Licenses will likely be denied to foreign arms manufacturers and semiconductor firms. The move mirrors U.S. chip export bans and comes ahead of a planned meeting between Presidents Xi Jinping and Donald Trump.
Rare earths—critical for electronics, EVs, and defense—remain a flashpoint in U.S.-China trade tensions. With China controlling 61% of global production and 92% of processing, the restrictions could severely impact countries like the U.S., which lack refining infrastructure.
