Singapore’s Parliament passed the Criminal Law (Miscellaneous Amendments) Bill on November 4, imposing mandatory caning of at least six strokes for scammers, rising to 24 based on severity. Money mules face up to 12 strokes.
Caning
Senior Minister Sim Ann revealed scams now comprise 60% of crimes, with 190,000 cases since 2020 costing S$3.88 billion—exceeding a major hospital’s construction. The law targets syndicate members and accomplices. Caning is removed for eight minor offences. Penalties for sharing obscene material, especially involving minors, are stiffened, alongside bans on AI-generated sexual images and expanded grooming laws.
