Justice Su Tiang Joo ruled that authorities were liable for negligence, abuse of power, statutory breaches, and violations of fundamental liberties. Evidence showed serving and former police officers acted under a coordinated directive in Koh’s disappearance, supported by CCTV footage and witness testimony.
The court also directed PDRM to reopen investigations, replace implicated officers, and submit reports to the Attorney General’s Chambers every two months.
