EL PASO — Once teeming with thousands of migrants, El Paso’s streets and shelters now lie largely empty as border crossings hit historic lows. Sites that previously hosted large encampments outside churches and parks see only a handful of migrants nightly. Recent months have recorded the lowest number of detentions along the US-Mexico border in 50 years.
