Singaporean Woman Kept 79 Dogs Illegally, Faces Multiple Animal Welfare Charges

A 50-year-old Singaporean, Julia Nicole Moss, admitted to keeping up to 79 miniature poodles at her Wak Hassan Drive residences, far exceeding the legal limit of three dogs in private premises. Authorities first discovered 65 dogs in 2022 after a bank alerted the Animal and Veterinary Service during a property repossession.

Despite repeated directives to microchip, sterilise, and rehome the animals, Moss failed to comply, allowing the number to grow. NParks later located the relocated dogs through public feedback and sought a forfeiture order when she resisted surrendering them. Moss pleaded guilty to 28 charges, with 72 others considered in sentencing.
