SHAH ALAM – Selangor is drafting clear, written guidelines on permitting pets, particularly dogs, in shopping malls and selected outlets to address growing demand from pet owners. Tourism, Environment, Green Technology and Orang Asli Affairs Committee chairman Ng Suee Lim said “black and white” rules are needed to prevent confusion, while balancing hygiene, safety, religious sensitivities and public comfort. The move follows a Petaling Jaya mall’s recent reversal of its indoor pet-friendly policy after backlash and the state’s reaffirmation of a ban on indoor pets, limiting them to outdoor areas.

A roundtable with local councils and animal welfare groups is planned. Dog owners welcome the initiative, emphasising responsible ownership, leashing and mutual respect. Separately, Selangor and Petaling Jaya City Council face a lawsuit over a 2007 bylaw banning dogs in high-rise residences.
