Malaysia’s Public Service Department (PSD) has encouraged government department heads to use the existing Hybrid Workday (HBH) Policy to manage operations during the worsening haze.
PSD director-general Tan Sri Dr Wan Ahmad Dahlan Abdul Aziz said departments could adjust work arrangements according to local conditions while ensuring that public services and employees’ responsibilities continued without disruption. He made the remarks during the Santuni Pesara programme in Kuala Terengganu and Kuala Nerus on October 18.
Hybrid Work Arrangements Must Maintain Productivity and Performance Targets
Wan Ahmad Dahlan stressed that department heads should ensure civil servants continue meeting their key performance indicators (KPIs), even when working remotely.
The hybrid policy allows eligible employees to work from home or an approved alternative location for part of the week, while maintaining accountability and service delivery. Department heads are responsible for deciding how the arrangement can be applied to their respective teams.
The policy offers flexibility as haze affects air quality in several parts of the country, although it does not automatically mean all civil servants can work remotely.
Departments must consider operational requirements, particularly where physical attendance is essential. The government’s priority remains maintaining productivity while responding appropriately to environmental conditions.
