In Penang, feeding pigeons in public spaces can now result in a RM250 fine, as enforced by the Penang Island City Council (MBPP). Five individuals have been fined for discarding food waste to feed pigeons, violating Section 47(1) of the Street, Drainage and Building Act 1974. Non-payment or repeated offences may lead to court action. Despite awareness campaigns, some ignore warnings. MBPP is also controlling pigeon populations, having destroyed 36 crow nests and captured 818 pigeons by April. Daily monitoring and operations continue to manage urban bird populations and ensure cleanliness across the city.
