Penang Council Revokes Dog Licence After Viral Attack

PETALING JAYA, Sept 2, 2026 – The Penang Island City Council (MBPP) has revoked the licence of a dog involved in a viral attack on a stray at Pearl Hill, Tanjung Bungah, and will continue to keep the animal impounded.

Mayor Rajendran Anthony said the owner was issued a RM250 compound under By‑law 14 of the Municipal Council of Penang Island (Dogs) By‑Laws 1977 but has yet to pay. “The owner wanted the dog back, but we did not release it,” he told reporters.

Dog Licence

The incident occurred on Aug 29, with MBPP impounding the dog on Aug 31 after receiving a complaint. A video showed the large dog lunging at a smaller stray, known as Tim, while a man held its leash.

The Veterinary Services Department noted no clear liability under the Animal Welfare Act 2015, but said action could be considered under the Minor Offences Act 1955 if evidence showed the attack was encouraged.
