Former Penang deputy chief minister P. Ramasamy has downplayed the 13th Malaysia Plan (13MP), calling it unremarkable and largely a continuation of past policies. He said although Prime Minister Anwar Ibrahim framed the plan as a shift from ethnic- to needs-based policies, in reality, it maintains the status quo.
Ramasamy: 13MP Offers More of the Same, Not Real Change
Ramasamy criticised the initiatives for non-Malay communities as symbolic compared to the institutional and financial support pledged to the Bumiputera. He also questioned the feasibility of implementing the plan amid rising national debt. The 13MP allocates RM611 billion over five years, with funding from the government, GLCs, and private sector partnerships.
