SINGAPORE, Sept 5 — The Singapore Court of Appeal has dismissed an application by Malaysian death row inmate Pannir Selvam Pranthaman to delay his execution. Pannir, who had sought a stay pending disciplinary proceedings against his former lawyer, argued that the Home Affairs Ministry (MHA) had unlawfully changed its policy on scheduling executions. However, a five-judge panel led by Chief Justice Sundaresh Menon ruled that the state is entitled to alter its policies, provided such changes are not unlawful. The court said Pannir failed to prove the policy shift was invalid, rejecting his appeal.
