A 44-year-old Singaporean woman linked to the Cambodia-based Prince Holding Group was charged in a Singapore court on Friday (Nov 6), a day after police arrested her at Changi Airport.
Chen Xiuling, also known as Karen Chen, was detained on Thursday (Nov 5) under a warrant of arrest issued in connection with ongoing investigations into the transnational scam syndicate, the Singapore Police Force (SPF) said.
She faces two charges: instigating another person to falsify accounts, and attempted cheating. The SPF said the first offence is punishable by up to 10 years’ jail, a fine, or both, while attempted cheating carries up to 10 years’ jail and a fine.
Prince Group companies
According to the police, Chen was a director of several Singapore-registered companies believed to be beneficially owned by Chen Zhi, the founder and chairman of Prince Holding Group. Two of them are Skyline Investment Management Pte Ltd and Capital Zone Warehousing Pte Ltd.
In September 2022, Skyline allegedly submitted a business plan and a false agreement to JTC Corporation, seeking approval to take over a property lease. Chen is alleged to have instigated an officer of Capital Zone Warehousing to falsify that agreement with intent to defraud, and to have submitted it in an attempt to cheat JTC.
The SPF said more than S$700 million in assets linked to the group have been seized or prohibited from disposal to date. “Investigations into the alleged fraud are ongoing,” it added.
Remanded after court appearance
The Edge Malaysia reported that Chen appeared via video link from a holding facility on Friday morning and did not enter a plea. Her lawyer, Thong Chee Kun, told the court she was in police custody because she wanted to cooperate.
The prosecution sought to keep her in remand, citing the risk that she could abscond or communicate with others, and a judge denied her bail, the report said. Chen told the court she wished to assist the authorities but would like to go home and rest.
The Edge also reported that authorities had issued a warrant for her arrest earlier this year and said in March that they believed she was in Cambodia, where Prince Group is based. It said she is the fourth Singapore citizen arrested by local police in connection with the Prince Group case, and that she has no family ties to Chen Zhi.
Sanctions and earlier arrests
According to The Edge, the United States and the United Kingdom announced sanctions against Chen Zhi and numerous linked companies and individuals in October 2025, with Karen Chen among 18 individuals named by the US Treasury. The US Treasury said she managed the accounts and finances of Chen Zhi’s Singapore family office, the report added.
Chen Zhi was arrested in Cambodia in January and extradited to China, The Edge reported. Further sanctions against linked individuals and companies were announced in June and again in the week of Karen Chen’s arrest.
