The Osaka prefectural government has also applied a similar penalty to three male workers from the finance department, who were caught repeatedly smoking while working. One of the workers, a 61-year-old, had violated the regulations for 14 and a half years by smoking for 355 hours and 19 minutes. The case was reported in September 2022, and the supervisor of the three workers conducted an investigation.

All three workers were caught repeatedly smoking and lying about it since receiving a warning in December 2022. The 61-year-old worker was ordered to return 1.44 million yen in salary for violating the Local Public Service Act.
