Courts will be able to freeze scam proceeds and restrict assets before suspects are formally charged under the Cyber Crime Bill 2026, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said in a written parliamentary reply, Scoop reported on Thursday (Nov 5).
Ahmad Zahid was replying to Jempol MP Datuk Shamshulkahar Mohd Deli of Barisan Nasional, who asked whether existing penal laws were able to tackle fraud rings using artificial intelligence.
Freezing orders under Cyber Crime Bill
According to the report, Clause 54 of the bill, which was cleared by Parliament in July, allows the courts to issue intervention orders swiftly.
“Among the orders that can be issued include cessation orders, restitution orders to victims,” Ahmad Zahid said in the reply, adding that compliance orders and property restriction orders were also provided for.
He said property restriction orders were meant to stop assets such as scam proceeds from being dissipated.
The report said urgent restriction applications could be made directly by the Public Prosecutor or by designated enforcement officers once suspicious activity is flagged.
Restitution to scam victims
Under the restitution orders, syndicates would be required to return funds directly to victims, without victims having to go through civil recovery proceedings, according to the report.
The report did not state when the provisions would come into force.
