The government will amend the Tabung Haji Act 1995 to strengthen governance and ensure the institution continues protecting the interests and trust of Malaysian Muslims, Prime Minister Anwar Ibrahim said.
Anwar said the amendment is part of the Madani Government’s broader reform agenda, with weaknesses in institutions to be addressed firmly. He stressed that governance must be strengthened and institutions kept clean to protect public confidence.

The Prime Minister, who is also Finance Minister, said the proposed changes are intended to preserve the amanah entrusted to Tabung Haji. His announcement comes after the recent Royal Commission of Inquiry into Tabung Haji, which has intensified public attention on the institution’s management, investments and governance.
Anwar also reiterated that government resources must serve the wider public, regardless of political affiliation or state administration.
Anwar’s latest position signals that the government intends to translate the RCI findings into institutional reforms rather than treat the report as a standalone exercise.
The proposed amendment could become a key step in rebuilding confidence in Tabung Haji while reinforcing accountability around an institution entrusted with the savings and pilgrimage needs of millions of Muslims.
