JPJ Issues 481,119 Summonses Against Foreign Drivers Since 2024

The Road Transport Department (JPJ) has issued 481,119 summonses to foreign drivers between 2024 and September 2026 under its special Ops Khas Pemandu Warga Asing operation.

JPJ senior enforcement director Datuk Muhammad Kifli Ma Hassan said the main offences involved drivers without valid Competent Driving Licences, expired Motor Vehicle Licences and a lack of insurance coverage. 

Foreign Drivers Face Stricter JPJ Enforcement Over Licensing and Insurance

Of the total summonses, 183,300 were issued in 2024, followed by 191,676 in 2025 and another 106,143 between January and September this year.

Muhammad Kifli said enforcement also involves local employers who hire foreign drivers without checking their qualifications and documentation, potentially contributing to road safety and compliance problems. 

JPJ has intensified enforcement over the past three months, including taking cases involving drivers and commercial vehicle owners directly to court for certain offences instead of offering compound payments.

Employers have also been reminded that foreign nationals cannot apply for vocational licences such as Goods Vehicle Licences and Public Service Vehicle Licences.
