While animal rights group Persatuan Haiwan Terbiar (SAFM) criticized this method, the wildlife department defended it, explaining that they typically used live goats as bait but resorted to puppies in this case due to their smaller size. They claimed the puppies were unharmed and promptly released once the panther was captured. SAFM called for a thorough investigation and emphasized the ethical concerns and potential violation of the Animal Welfare Act.
