Dewan Rakyat Speaker Tan Sri Johari Abdul has said Kota Baru MP Takiyuddin Hassan should have waited for a response to his Takiyuddin mediation proposal instead of making it public, The Star reported on Monday (Oct 26).

The row stems from remarks the Perikatan Nasional MP made at an earlier sitting, which Johari had ordered him to withdraw by Thursday (Oct 22).

Takiyuddin mediation proposal made public

According to the report, Takiyuddin wrote to the Speaker on Thursday, declining to withdraw the remarks and proposing a mediation session involving himself, Johari and Jelutong MP RSN Rayer of Pakatan Harapan.

Johari said the letter reached his office at 5pm that Thursday and he only read it on Friday (Oct 23). Before he could reply, Takiyuddin made the request public on Saturday (Oct 24).

“I find this rather disappointing,” the Speaker was quoted as saying.

Rayer seeks committee referral

Rayer, who had filed the original complaint under Standing Order 36(4), told the Dewan Rakyat on Monday that the PAS MP should be referred to Parliament’s Rights and Privileges Committee since he had not complied with the Speaker’s instruction. Rayer also criticised Takiyuddin for publicising the matter before the Speaker had responded.

The Star reported that Standing Order 36(4) bars MPs from using offensive or improper language in the House.

Johari told Rayer to put the referral request in writing. He said the committee, made up of members from both sides of the House, would decide on the matter, adding that the decision would not be his.

Remarks linked to Budget speech

The dispute concerns a hadith quoted by Takiyuddin describing three signs of a hypocrite. According to The Star, Johari said the hadith itself did not refer to Prime Minister Datuk Seri Anwar Ibrahim.

However, the Speaker said Takiyuddin had immediately linked it to Anwar’s Budget 2027 speech, in particular the Arabic word wa’ad, meaning promise. Johari said that context suggested the reference to hypocrisy was directed at the Prime Minister.

The matter now rests on whether Rayer submits the written request for the committee to consider.
